Housing for Homeless

The Housing Authority of the County of Kern is committed to providing quality housing with supportive services to homeless individuals and emancipated foster youth who are at immediate risk of becoming homeless, partnering with local community organizations to provide housing, rental assistance, and supportive services to qualifying individuals. The agency operates a number of residential sites as well as rental assistance programs specially-designed to serve the needs of local residents who are homeless, mentally ill, or disabled. 6th Street Apartments

6th Street Apartments is a 40-unit new construction infill housing development located in Bakersfield. Kern County Behavioral Health and Recovery Services and Flood Bakersfield Ministries provides onsite case management, services and activities for the tenants.

889 Oak Street

889 Oak Street is a 40-unit motel conversion property located in central Bakersfield. The property underwent rehabilitation to provide permanent homes for individuals experiencing homelessness. Flood Bakersfield Ministries provides onsite case management, services and activities for the tenants.

Building Blocks: Transitioned Aged Youth

Building Blocks is a Transitional Housing Program for emancipated foster youth (ages 18-21) who are homeless or at immediate risk of becoming homeless. Participating youth are required to work full or part-time and may also attend school. This Transitional Housing Program in collaboration with the County of Kern’s Department of Human Services, provides motivated foster youth with apartment housing and offers them the opportunity to develop skills needed for successful transition into self-sufficiency. Maximum residency for each youth is 18 months.

CityServe (Elevate)

CityServe (Elevate) is a transformative housing initiative offering 126 one-bedroom units designed to provide safe and affordable housing for individuals experiencing homelessness. This newly built development features modern living spaces that support residents on their journey toward stability and success. In addition to housing, EA Family Services and CityServe provide onsite case management and services for the tenants. This project is a collaborative effort between the Housing Authority of the County of Kern and CityServe Network, combining resources and community support to uplift local residents.

Cornerstone

Cornerstone is innovative new affordable housing in Oildale that consists of 34 units for transition-age youth ages 18-25 years who are homeless or at risk of becoming homeless. 19 units are located at 1304 Oildale Drive (former church building), and the other 15 units are located at 2020 North Chester.

Glenwood Street Apartments

Glenwood Street Apartments is owned by Golden Empire Affordable Housing, Inc., and managed by the Housing Authority. This development features 5 one-bedroom units, designated as permanent supportive housing for homeless households with incomes below 30% of the AMI, as part of the No Place Like Home program. Supportive services for tenants are provided by Kern County Behavioral Health and Recovery Services (BHRS).

Green Gardens

Green Gardens is a 104-unit single room occupancy facility that houses formerly homeless persons with disabilities referred to the site by the Kern Behavioral Health and Recovery Services. Green Gardens offers a community room, a community dining area, a large courtyard, and on-site services provided by Behavioral Health and Recovery Services and Flood Bakersfield Ministries.

Haven Cottages

Haven Cottages offers 24 one-bedroom affordable rental homes for homeless individuals with mental illness. The property is located at 68 E. White Lane in Bakersfield. The Housing Authority manages the property with referrals and resident services provided by the Kern County Mental Health Department. Haven Cottages opened in 2011.

Milestone

Milestone is a scattered-site development acquired in 2020 through one-time Homekey funding. Milestone sites houses persons experiencing homelessness or at risk of becoming homeless. Milestone offers the total of 149 units throughout the scattered-sites.

Plymouth Rock

This program consists of eight (8) units providing temporary housing for homeless families returning from the Bakersfield Homeless Center. Agency staff refers residents of the program to support services to help families stabilize and obtain permanent housing. The basic time limit for residents to remain in the program is one (1) year, though families may request a one-year extension.

Shelter Plus Care Program

The Shelter Plus Care (S+C) program provides rental assistance to homeless disabled individuals and families who receive ongoing supportive services and case management from community organizations to help them remain in housing and increase their income. The Bakersfield Homeless Center, Flood Bakersfield Ministries, Independent Living Center, Clinica Sierra Vista and the California Veteran Assistance Foundation refer homeless persons to the Housing Authority to receive the S+C assistance.
