Board of Commissioners
The Board of Commissioners of the Housing Authority of the County of Kern is comprised of seven community members who volunteer their time to provide leadership and direction for the Agency. Each commissioner is appointed by the Kern County Board of Supervisors with one commissioner representing each Board district and two tenant commissioners.
Chairman - 2nd District
Appointed in 2006 to the Housing Authority’s Board of Commissioners, Mr. Jassar is a Bakersfield High School graduate and holds a degree in economics from California State University – Bakersfield. He is a licensed real estate broker with Keller Williams. Highly knowledgeable concerning the real estate market in Kern County. Chairman Jassar lends his expertise about new development and financing in the Agency’s efforts to expand affordable housing in the County.
Commissioner - 1st District
Ingrid Lake grew up in Delano for 14 years before her family moved to Bakersfield. She is a graduate of Garces Memorial High School and went on to UC Irvine to get a B.A. in English and then to Pepperdine University where she earned her M.A. in Education and her Teaching Credential. She is the President of SeedCore Foundation and Beyond Measure, both of which she co-founded with her husband. Ingrid has always had a heart for helping others and views the opportunity to serve in this capacity as an honor.
Keith C. Wolaridge
Vice-Chairman - 3rd District
Commissioner Wolaridge is a retired, award-winning ex-bank executive that today manges and owns business and personal development firm. Founder and owner of Wolaridge Consulting, Keith provides customized solutions that match the individual. Throughout Keith’s professional career he has built a solid reputation as a leader in both the business and civic community. Keith believes in giving back to the community and truly supports the Housing Authority’s mission.
Commissioner - 4th District
Angelica Ortiz is a former Section 8 recipient and served as Tenant Commissioner from 2017 through 2021. Thanks to her efforts and desire for self-sufficiency, she achieved all of the program goals and exited the program successfully 2021. In October 2021, she was appointed by the Board of Supervisors to serve in the capacity of Commissioner for the County’s 4th Supervisorial District. Angelica is a Teacher’s Aide & enjoys working with children with disabilities. Angelica truly believes in our mission and is committed to helping improve the quality of life for low income residents in Kern County.
Commissioner - 5th District
Leon Delouth was born and raised in Bakersfield. Leon most recently served as one of the founding members and Senior Organizers for All Of Us Or None Bakersfield, a grassroot organization that focuses on system impacted people, social reform and equity in local communities. As a graduate of Southern Columbia University Leon has used his education to establish multiple companies that employs and provides training to members of the community that are often overlooked during the hiring process. Leon is committed to increasing the availability of housing and improving economic vitality in Kern County.
Brenda Callahan is a long-time resident of one of Housing Authority’s public housing developments and has served on the Agency’s Board of Commissioners since 1997. Ms. Callahan is an advocate for public housing tenants and their needs while residing in the Housing Authority’s Low Income Public Housing Program. Commissioner Callahan has also served on one of the Agency’s Resident Advisory Boards within her neighborhood.
